What Is the HEAP Cooling Assistance Program?

The Home Energy Assistance Program (HEAP) Cooling Assistance benefit provides one free air conditioner per eligible household at no cost. Available models include window AC, through-wall AC, and portable AC units. Free delivery and installation are included.

Do I Qualify? — Eligibility Requirements

Your household must meet ALL of the following conditions:

✅ Income: Low-income household, OR currently receiving SNAP, SSI, TA, or HEAP energy assistance
✅ Household member: Includes a senior age 60 or older, a child under age 6, OR a person with a chronic illness (doctor’s note required)
✅ Equipment: No working air conditioner at home, OR existing AC is 5+ years old
✅ History: Has not received this benefit in the past 5 years

Documents You’ll Need

📋 Government-issued photo ID — passport, driver’s license, green card, or NYC ID
📋 Recent utility bill — must show your name and address
📋 Income proof (choose one): recent pay stub / W-2 or 1040 tax return / SNAP, SSI, TA, or HEAP benefit letter
📋 Household qualification proof (one of): birth certificate for a senior 60+ or child under 6, OR a doctor’s signed note for a chronic illness

How to Apply

There are two ways to apply — choose whichever works best for you:

Option 1: Come to a Community Event (Recommended)

DMS Appliance partners with community organizations across Brooklyn and Flushing to host free application assistance events. Our bilingual staff (English & Chinese) will help you confirm eligibility, prepare documents, and submit your application on the spot — completely free.

Option 2: Apply Online Yourself via ACCESS HRA

You can complete the full application on the ACCESS HRA website. Follow these 7 steps:

Go to the ACCESS HRA website. Search “ACCESS HRA” or visit access.nyc.gov. Log in or create an account. Click Benefits in the top menu → find HEAP → click Apply.
Link your existing government cases. If you have Medicaid, SNAP, or other cases, enter your information to link them. Once the system finds your records, click “Start HEAP Application.”
Select cooling help. When asked “What do you need help with?” select “I need help cooling my home,” then click “Start Application.”
Read the application instructions. The system shows a 3-step overview (submit → documents → interview). Click Next to continue.
Fill in your personal information. Enter your name, date of birth, gender, and Social Security Number. If you don’t have an SSN, check “I do not have a Social Security Number” and continue.
Choose your installer — this step is critical! The system asks you to select up to 3 installation companies. Enter in order: 1st choice: Dynamic Mini Split Corp / 2nd choice: Sunshine Agency Corp. Selecting DMS ensures you receive the latest Midea U-shaped smart control air conditioner model.
Submit your application. The government will contact you to schedule document verification and installation. Machine, delivery, and installation are all 100% free. 🎉

Frequently Asked Questions

Can renters apply?

Yes! Both tenants and homeowners can apply. Your landlord does not need to be involved.

I don’t have a green card. Can I still apply?

Households that meet income requirements are welcome to apply. Eligibility can be confirmed at a community event or by messaging us directly.

Can I apply for the free AC and free dryer at the same time?

Yes! As long as you separately meet the requirements for HEAP Cooling Assistance and the NYSERDA Appliance Upgrade Program, you can apply for both.

What if I don’t have all my documents ready?

Come to a community event anyway. Our staff will tell you exactly what’s missing and help you plan your next steps.

When does the program open?

HEAP Cooling Assistance opens every year on April 15 and runs until funding is exhausted. Apply early — spots fill up fast.

How long does it take after I apply?

After submitting, the government reviews your documents and schedules an installation date. The process typically takes a few weeks.
